One of the thorniest public policy problems in the developed world is how to respond to the plight of workers displaced by economic shifts resulting from technology change and globalization. In this challenge we will stipulate that the knee-jerk response of being anti-free trade is a non-starter. Instead, we want to ask what "education" as a social institution can/should do for the 50 year old coal miner in West Virginia whose livelihood is going away due to the development of alternative energy sources and concerns about climate change.
